Abstract:
Public Expenditure Management (PEM) which can be defined as efficient, effective and sensitive allocation of resources is a basic instrument of government policy. “Public Expenditure Management Reform” which mostly involves institutional and administrative regulations and gradually becomes widespread in many countries has approximated public sector to private sector at a large extent. This approach, which was put into practice by World Bank from the beginning of 1980’s, like in a good number of countries, has accelerated the tendency for implementation with 2000-2001 crises in Turkey.
In this paper, “Medium-Term Expenditure System” which probably forms the most important step of Public Expenditure Management Reform, has been discussed and the expenditure system has been evaluated by “5018 No. Public Financial Management and Control Law” which came into force in Turkey 01.01.2006.
